Overview
Restore America’s Estuaries (RAE) seeks a qualified consultant to provide coordination and technical review of Quality Assurance Project Plans (QAPPs) for the Great Lakes Restoration Community Grant Program (GLRCGP) (2026–2027).
The consultant will support grantees and RAE in ensuring QAPPs are completed, reviewed, and approved efficiently in compliance with EPA Region 5 requirements.

- Start Date: June 1, 2026
- Contract Period: June 2026 – December 2027
- Estimated Value: $60,000 (initial)
- Structure: Hourly, Not-to-Exceed (NTE)
- Flexibility: Budget may increase based on workload
Scope of Work
- Coordinate QAPP development, submission, and approval
- Review awarded project proposals
- Develop QAPP templates
- Provide technical guidance to grantees
- Review QAPPs (multiple iterations as needed)
- Support communication with RAE and EPA Region 5
- Ensure timely compliance and approvals
Program Snapshot
- Grants: $50,000 – $750,000
- Projects: Estimated 8–15 annually (2026 & 2027)
- Includes restoration, green infrastructure, habitat protection, and water-related projects
- Most projects will require EPA-approved QAPPs prior to implementation
Qualifications
- Experience developing and securing QAPP approvals
- Work with federally funded environmental projects
- Familiarity with EPA Quality Assurance requirements
- Strong project management and coordination skills
