The Congressional Estuary Caucus was established in early 2017 to help educate leaders at all levels of government on the importance of estuaries and ensure we sustain the robust support for proven programs that work to preserve and restore our estuaries.

Estuaries are bodies of water usually found where rivers meet the sea. These singular ecosystems are best characterized by their brackish water – a mixture of fresh water draining from the land and salt tidal water from surrounding areas. Estuaries are home to a diverse set of plants and animals that rely on the delicate balance of salt and fresh water to survive; in addition estuaries serve as vital nursery grounds for many fish and ocean mammal populations.

Individuals across the country rely on estuaries for food, jobs, recreation, and coastal protection. The health of local communities and our nation’s economy is deeply intertwined with the health of our estuaries. More than half of the U.S. population lives in coastal areas, with coastal watershed counties providing an estimated 69 million U.S. jobs and contributing an estimated $7.9 trillion to the GDP annually.

Estuaries are as important as they are delicate and in recent years many have faced significant challenges, ranging from harmful algal blooms to invasive species, which threaten their survival and the survival of the areas that surround them. For years Congress has worked, in bipartisan fashion, to implement and support initiatives aimed at protecting the many unique estuaries in the United States. Representatives from every corner of this great nation have come together repeatedly to address the problems facing these ecosystems so that they may be enjoyed by future generations.

RAE and the CEC

Along with our partners at NERRA and ANEP, RAE has facilitated Congressional action to advance the science of natural infrastructure and blue carbon, among other priorities, into meaningful legislation that better protects and provides for coastal communities. This includes the passage of the inaugural National Estuaries Week in 2007 and subsequent validation from Congress that estuaries and coasts are vital to the future of the American economy, national security, and way of life. Additionally, Members of the Caucus have proven that coastal issues are not partisan and consistently propose legislation based on science and research to increase funding for coasts and improve coastal resilience.

U.S. Senate Passes Bipartisan Resolution Designating September 21-28 National Estuaries Week

Washington, D.C. – U.S. Senators Sheldon Whitehouse (D-RI) and Bill Cassidy (R-LA) today announced that the Senate has designated September 21 through September 28, 2024 as National Estuaries Week. Whitehouse and Cassidy led a bipartisan group of 29 Senate colleagues in introducing the resolution calling for the protection and restoration of America’s estuaries.

Posey is also co-chair of the Congressional Florida Ports Caucus and the Congressional Estuary Caucus, which may seem like a lot, but pales in comparison to the 13 co-chaired by South Carolina Rep. Joe Wilson, the most of any Republican, and the 15 co-chaired by Michigan Rep. Debbie Dingell, the most overall.

Bipartisan Estuary Caucus Resolution Recognizes National Estuaries Week

The Co-Chairs of the Bipartisan Congressional Estuary Caucus, including U.S. Representatives Bill Posey (R-FL), Suzanne Bonamici (D-OR), Brian Mast (R-FL) and Rick Larsen (D-WA), introduced their bipartisan resolution recognizing September 18th- September 21st, 2021, as National Estuaries Week. The National Oceanic and Atmospheric Administration (NOAA) established National Estuaries week in 1988 to raise awareness about the vital role estuaries play in our communities and economies, and to encourage more local involvement in caring for these diverse ecosystems.
